I ended up switching to Xfce, so I just killed xscreensaver, and xfce4-power-manager, installed gnome-power-manager and ran it.
I set gnome-power-manager to suspend the display in 5min, and the monitor switches to "no signal" and does not go into dpms. This is under lucid, gnome-power-manager 2.30.0-0ubuntu1. I did not install gnome-screensaver. .b.
