In particular, the test is "if /boot/grub/device.map was present, did its previous contents consist of exactly one line, or not?". I made the assumption that if it contained exactly one line before then it would contain exactly one line afterwards, and vice versa; apparently that is not true on your system for some reason.
Is there anything funny going on at all? Perhaps you installed from a USB stick and so the USB stick showed up in device.map.
