Workaround found with help from Chris Halse Rogers: This was failing back to VESA, because I had disabled KMS. I had done that in an effort to fix a blank screen on boot.
The original symptom was a blank screen, although the machine would boot and was accessible via ssh. First, I enabled KMS again to get back to the original failure (blank screen).
