Now in Lucid Lynx the download speed seems to be the same as in Windows.
Nowadays, there is no need to turn of the TCP window scaling. If you
have done it, i'd recommend to turn it on again by commanding:

echo 1 | sudo tee /proc/sys/net/ipv4/tcp_window_scaling

Interestingly, turning of the TCP windows scaling did not have any
(positive) effect on speed on elderly computers (described in the
attachment: lshw-IBM-laptop-fast.txt).
