Those commits are not enough, if you carefully check the diffs you'll
also notice that they change too much.  I've got some work on my local
machine but I'm struggeling to figure out how to use format "3.0
(quilt)" (which makes maintaining the diff with upstream a lot clearer
then the svn-bp:mergeWithUpstream) with svn-buildpackage.

I shall have another go at this tomorrow and see if I can check in a
working package.
