Public bug reported:

Binary package hint: upstart

The startup scripts creates a number of directories in /var/run at
startup, they are necessary for normal operation.

Sometimes, apparently randomly, some of those directories are not
created for some reason, and some applications fails to work. A reboot
will fix the problem temporary.

The following directories are not created when this bug is in effect:
/var/run/cups
/var/run/pppconfig
/var/run/samba
/var/run/screen

/var/run is mounted as tmpfs:
none on /var/run type tmpfs (rw,nosuid,mode=0755)
