Public bug reported: Binary package hint: upstart
The startup scripts creates a number of directories in /var/run at startup, they are necessary for normal operation. Sometimes, apparently randomly, some of those directories are not created for some reason, and some applications fails to work. A reboot will fix the problem temporary.
