After googling around I found that the error appears to be coming from
sqlite, and that sqlite sometimes uses a  .db file extension for its
databases.  Furthermore, the problem only appeared to be associated with
one of my email addresses.  Therefore, I deleted the following file
corresponding to the email address that was having trouble (portions of
the following line have been changed to "xxx" for privacy):

  rm  ~/.evolution/mail/pop/x...@xxx.org@xxx.xxx.com:110/folders.db

and after restarting Evolution, everything seemed to be fine again.
