Have a look at the output of "lsusb", because the device changes its ID
pre-firmware load and after firmware load. For me it goes from 05c6:9204
to 05c6:9205

If it shows the former, then it means the firmware hasn't loaded. For
me, I can fix as follows:

(1) Run gobi-loader manually
 /lib/udev/gobi_loader -2000 /dev/ttyUSB0 /lib/firmware/gobi

(2) Wait until lsusb shows the expected second device ID

(3) sudo killall modem-manager
