Update:

It seems that the bug is KMS related, not Plymouth. After testing with
other distros as well, it turns out that upto Kernel 2.6.33 has this
issue, but on 2.6.34, which is used by Fedora, this issue occurs in
Fedora only. Distros such as openSUSE and others, including using a
self-compiled 2.6.34 in Ubuntu do not have this issue.

Was "fixed" for me by installing the proprietary FGLRX drivers. Don't
know whether the issue was in the "radeon" driver, or in the KMS code as
installing FGLRX disabled KMS and now everything is working fine with
the default Lucid kernel.
