This bug does also affect me. The most annoying thing is that with every update aptitude reports flash is successfully installed when it is actually not working at all. If the download fails, the installation of the plugin should fail too!
Below is the installation process that I used, whichs shows that it fails. (Sorry for the german) Trying to install a second time says the plugin is already installed, which is not true at all.
