I have an HP Officejet 5610v USB connected to a Toshiba Satellite
L305D-S5934 with Ubuntu 9.10 and I also have the same problem. I try to
power cycle the printer, disconnect then reconnect the USB cable, and
click System -> Administration -> Printing -> right click the printer
icon and check Enabled. The only thing that recovers this is to restart
the laptop, but if after I do so I disconnect then reconnect the USB
cable, then I would have to restart the laptop again.

It may be due to a problem with system-config-printer-udev:

apt-cache policy system-config-printer-udev
system-config-printer-udev:
  Installed: 1.1.12+git20090826-0ubuntu8
  Candidate: 1.1.12+git20090826-0ubuntu8
  Version table:
 *** 1.1.12+git20090826-0ubuntu8 0

The solution would most likely be to upgrade to Ubuntu 10.04 which
contains the newest version of system-config-printer-udev.
