This also affects me; it appears to affect certain (one line) input boxes and not others (however it does not always happen), though there doesn't seem to be any correlation between the ones it affects; one is a "Subject" box in an internal company webpage, so it has been of considerable annoyance =( It does eventually go away with enough random moving around it seems.
