I'm using Kubuntu 10.04, and the link doesn't work for me. When I click on the link, nothing happens at all. Not when I use Firefox, which is my preferred web browser.
There is a Help app in the KDE menu, but this seems not to be related to the Ubuntu website, it does not show the same content. So when you said "in that system help, the link to the base-passwd page works", this only works in Ubuntu, not in Kubuntu. I cannot find a Help application in Kubuntu which is able to open the link. Perhaps this issue can be fixed by providing a Help application for Kubuntu which shows the same content as the website. I think that there may be one for Ubuntu with Gnome already. The file /usr/share/doc/base-passwd/users-and-groups.html does exist on my Kubuntu system, and if I use Dolphin to browse to the file, then I can open it. Also, I have just discovered that if I open Konqueror and use that to view the official Ubuntu website, then I can open the link; it opens the local file. So perhaps the issue can be fixed by adding a sentence to the website that says that if Kubuntu users cannot open the link with Firefox then try it with Konqueror. Broken links on the Ubuntu website seems to be a persistent problem. I reported similar bugs in about 2007. Other people were reporting the problem then too. The broken links were caused by links to local files, that would not open, like this broken link reported here. And when the broken links were reported, the bug reports were met with a similar response : a statement that the broken link would not be fixed.
