I've commented on a similar bug to this for the Thinkpad T43
(bug#519142), but it seems this is a more general problem.

After some more debugging I've also discovered that my throttling issue
is heat-related. For whatever reason, it seems my max cpu speed gets
locked at 800mhz when my CPU goes above 53C and does not get reset to
2ghz until the temperature drops to around 51C. I have a 'watch cpu-
info' running and I can see the policy change back and forth, so I know
something is doing it.

My main problem is that I cannot figure out _what_ is setting this 53C
temperature limit. Since I never had this problem on Karmic I know it is
not BIOS-related since I did not have this problem on earlier versions.
