You're right about needing different packages (which is presumably why this bug has gone largely dead). The .service files however, are just descriptions of the what is being served, they don't initiate the serving itself. Since Avahi does not currently implement the API's that CUPS 1.4 uses to call libdns, it cannot properly serve our CUPS printers.
It seems like the only fix at this point would be to find a libdns package that supports the needed API's and then have CUPS statically linked to it, or to compile CUPS 1.4 with code from CUPS 1.3 that uses the old API's that Avahi can handle (see Till's post).
