I guess this can be marked as "resolved", as the icon can no longer be dragged to a panel.
In Lucid, 10.04 LTS, a Network icon made to be visible on the Desktop (via $ gconf-editor apps -> nautilus -> desktop ) cannot be dragged to a panel.
