Than you JB for your assistance - this corrected an issue I have had for
months!

Removing the ” and replacing with " in the following line in GRUB: 
GRUB_CMDLINE_LINUX_DEFAULT=”quiet splash”
has corrected the error.

Prior to this I was unable to perform any updates without receiving the error:
/etc/default/grub: 9: splash: not found
User postinst hook script [/usr/sbin/update-grub] exited with value 127

This error limited my ability to update Ubuntu/Linux system to linux-
image-2.6.32-22-generic
