Windows have a stacking order which is whaat you're demonstrating in your video. I don't think it's a bug because each window needs to have it's own stacking order for the window management system to work properly. It might be possible to implement an option for windows on same stacking levels but the code is exceedingly complicated in this area. You can always make a post in the Ideas and Requests section of the compiz forums where the developers look.
