Public bug reported:
As of Ubuntu 7.04 Beta, pressing CTRL ALT F1, CTRL ALT F2, CTRL ALT F3,
CTRL ALT F4, CTRL ALT F5, or CTRL ALT F6 no longer shows a login prompt
or shell to access the terminal outside of the GUI. CTRL ALT F2 through
CTRL ALT F6 are blank. CTRL ALT F1 shows "Loading, please wait." but no
login prompt or shell.
