Open VLC from a terminal with verbose set at 2

Open a H.264 / AVC 1280x720 60fps mpeg4 video.

Hit play and then at any point hit pause

Press 'E' repeatedly, video steps a frame at a time displaying in the
terminal for each press;

Keep stepping, at seemingly random the video will stop stepping frame by
frame and display in the terminal;

[0x1094cb8] main input warning: buffering, ignoring 'frame next'


All filters are off and settings as far as I know are untouched. I've noticed 
it doesn't do this is all video files, maybe just the high resolution/frame 
rate ones?
