Hi again, it seems as though this problem is more related somehow to bug 444420. My keyboard has been on the fritz as well since 10.04, where it would stop working periodically. To solve that problem I tried the proposed fix in that bug report which solved that issue, and it appears it solved the issue with the changing keyboard layout as well. I now have the swedish keyboard layout after reboot.
Note, since I did the fix the bluetooth symbol in the panel has gone missing.
