I've been using Ubuntu from 8.04 and YES, KAIST has problem with maintaining their server up and running.
Most newcomers have problem w/ server not allowing updates where it can be from partial or complete updates. If they are lucky, and visit "Korean Ubuntu Forum", people there tell newcomers to change the server to "ftp.daum.net", which, in my 2 years of experience, works very fast and never failed.
