I use gdm.

/etc/X11/xorg.conf :

Section "InputDevice"
    Identifier    "Generic Keyboard"
    Driver        "kbd"
    Option        "CoreKeyboard"
    Option        "XkbRules"    "xorg"
    Option        "XkbModel"    "pc105"
    Option        "XkbLayout"    "us"
    Option        "XkbOptions"    "lv3:ralt_switch"
EndSection


Changing "XkbLayout"    "us" to "XkbLayout"    "fr"  solves the problem.
On the next reboot, I then get the message :

The X system keyboard settings differ from your current GNOME keyboard
settings.

Expected was model "pc105", layout "us" and option "lv3    lv3:ralt_switch",
but the the following settings were found: model "pc105", layout "fr" and
option "lv3    lv3:ralt_switch".

Which set would you like to use?

I chose X system.
