I know I'd mentioned previously how updates that triggered
reconfiguration of grub 2 in Squeeze follows the safer and saner
behavior of displaying only drives rather than drives and partitions,
but I recently did a reinstall of Karmic and it does likewise. So this
only effects Lucid, and having followed it's development from day one
I'd swear this behavior changed only towards the end of the Lucid
development cycle.

How critical is this bug? Well, to quote Arpanaut on the forums:

"We want them to throw windows out of their PC's
Not their PC's out the window."

This effects anyone and everyone who is not familiar with Linux device
designations, and it's extremely critical for Windows users. I'd guess
about 2% of Windows users effected by this have been unable to recover
from this without having to reinstall.
