Binary package hint: gnome-panel

disclaimer: it is a weird bug and I am not sure gnome-panel really is
the culprit here.

On one of my 3 computers running lucid, I have a weird behavior which I first 
thought was due to compiz. It starts a while after login, usually as soon as I 
have 2 windows open.
* I can not switch window using the task list
* in fact, I can not open the application menu or click anywhere in the panel
* I can not switch windows or desktop using keyboard shortcut
* I can not use window buttons to close a window (or for anything else)
* the alt-F4 shortcut does work
* I can use the run dialog (alt-F2) to launch a terminal. Then killing the 
gnome-panel fixes the problem... untl I open another window

The system is an intel quad core with an integrated intel GPU. As it had been 
upgraded from jaunty to karmic then lucid (following the development, not just 
stable upgrades), I first thought something went wrong in the upgrades but I 
still have it after a fresh install.
Disabling compiz made it happen a bit less but metacity has the same problem.
Restarting metacity doesn't change anything.

Note: it may be similar to these bugs:

I will test the proposed workarround, but unlike people commenting there, 
alt-tab is broken for me and it happens on 10.04.
