The binary-only fglrx driver is not available (yet) due to licensing options, but its a matter of (few) days until it is released.
The only known reason for you to have an outdated version of xserver- xorg-video-ati is if you upgraded from Dapper to Edgy early in the development cycle (first two weeks of development). If you did so, the 'xorg' package was uninstalled, and you should install it back.
