Getting a very similar problem here in lucid - after suspend and resume
the NetworkManager is disabled, if I enable it (by checking the 'enable
networking' or by running 'dbus-send --print-reply --system
--dest=org.freedesktop.NetworkManager /org/freedesktop/NetworkManager
org.freedesktop.NetworkManager.wake' it starts working again. A sure way
to replicate this would be to suspend and then remove the laptops power
supply and battery to force a shutdown, then when starting back up
NetworkManager will be disabled. Maybe NM sleep status should be reset
during boot?
