Charles Marslett: it is fairly likely that your bug is different from the original reporter's; there is a vast class of different conditions which all cause the same user-visible symptom (the failed upgrade notice).
In your case, it seems that emacsen-common failed to install properly (the file /etc/emacs/site-start.d/00debian-vars.el should have been installed by emacsen-common); it is not possible from the log snippet you posted to see what might have caused this. If you can diagnose the problem, perhaps you could create a new bug report.
