I compiled libsdl 1.2.11 (download source from www.libsdl.org, configure without parameters, make) and used it in my test program (seeting LD_LIBRARY_PATH). This improved the number of drawn rectangles in 5 seconds for SDL from 750 to 15.000. That's not as good as with SuSE 10.1 but at least a major improve.
