I can confirm this bug in Evolution 2.28.1 on Ubuntu 9.10. To reproduce:
1) Right click on Task list header. 2) Select "Add a column". 3) Select Priority. 4) In the priority column of any task, click it once, then select a different priority from the list. 5) The selected task, plus the one below in the list are changed to the new priority.
