Ah, bingo!

emacs -Q works without error.

So first, thanks for pointing out the -Q option which looks
very useful, and second, i suppose there must be a buggy
local site file.  (But hard to imagine what, as we have
not customized anything on a site-wide basis.)

I see from the emacs man page that there's a --debug-init
for debugging your init file: is there something similar
for the site files?

Now, for completeness, to answer your other questions:

ls -l /usr/bin/emacs gives:
lrwxrwxrwx 1 root root 23 2009-11-23 11:07 /usr/bin/emacs ->

which under ls -l becomes
lrwxrwxrwx 1 root root 16 2009-11-23 11:07 /etc/alternatives/emacs ->

which under ls -l becomes

(so it's almost like a piece of code).

dpkg -S emacs yields 1806 lines of output, which i don't
want to append without confirmation (i could put it into a file
and attach it if that would be suitable for the launchpad
reporting system).

emacs-version (in emacs) evaluates to "22.2.1", but i don't
know if this is what you mean by "which precise version of emacs you 
have installed".

And my reference to xemacs may be completely wrong, but indeed it
is to 262316.  I realize that these must be completely separate
trees, but i thought there might be a similar cause, such as
a dropped site file or something along those lines.
