Binary package hint: emacs22

This concerns emacs on ubuntu 9.10.

When i start emacs (command line or not) i get this message
    "Symbol's value as variable is void: on"

(What i expect, of course, is no such message but
rather an opened file.)

This seems to happen whether or not i attempt to open
a file in the invocation.   In either case, the ~/.emacs file
is not loaded.

There is a workaround (by explicitly loading the ~/.emacs file,
and explicitly visiting the file listed on the command line in
invocation), but it's definitely a bug and makes it harder
for our newbies to pick up emacs.

What would be useful in addition to a bug fix would be
an explanation of what is missing from the emacs distribution,
and what the debugging steps were to arrive at that conclusion.
(I say this because it looks like similar "Symbol's value as
variable is void" errors seem to have been reported for xemacs
on ubuntu, but without too much resolution information that
might be applied here.)
