no, LANG is a superset of all LC_* variables. The format of LANG and 
LANGUAGE is different. LANG can only use one locale code (e.g. 
it_IT.utf8), while LANGUAGE provides a list of fall back codes (e.g. 
it_IT:it:en_GB:en)

Yes, your setting is correct and you hit another bug in Firefox, which 
has been reported already. Firefox, oo.o and maybe some other 
applications unfortunately ignore the LANGUAGE variable. I hope we can 
get this fixed soon.
