<iso-codes maintainer hat ON> I'm sorry but I need more proof in order to change the upstream data. Unfortunately, ISO-3166 maintenance agency does not make the official standard available for free. So, the region names have been built from many references, including the ISO-3166 MA newsletters such as this: http://www.iso.org/iso/iso_3166-2_newsletter_ii- 1_corrected_2010-02-19.pdf.
Unfortunately (again) the *former* newsletters (that is, the I-* series) are apparently no longer linked on this site. So, you have to know where they are in order to find them. It happens that the list was changed for Turkay back in 2002 and thus a newsletter was published that gives the full list for Turkey: Please look in http://www.iso.org/iso/iso_3166-2_newsletter_i-2_en.pdf and check that the province is indeed spelled Hakkâri. In short, this bug is invalid and should be closed, or whatever action is appropriate wrt this in Launchpad.
