I have identical problems with the top panel. UNR 10.04. eee PC 1005PE. Initially, I thought the issue was with Open Office because it seemed like it happened more frequently when I closed a document. I reinstalled OO and got no joy.
I have discovered that when they disappear, I can go to System > Appearance and select a different theme. They'll be back for a while.
