The bug is very similar, but it has some peculiarities.
Firstly, it doesn't depend on Russian language or installation of Russian
language support.
Secondly, it doesn't allow to select any other language but English (US).
It doesn't depend on availability of other languages support packages. The same
behavior is with only English language support installed or any other added.
