Public bug reported:

Binary package hint: language-selector

After updating from Ubuntu-9.10 to Ubuntu-10.04 LTS system language
changed from Russian to English. Using gnome-language-selector doesn't
allow to change system language back to Russian (options are grayed out
see the attachment). Russian language support is installed, but every
launch language-selector reminds that language support is not installed
completely - language-support-input-ru isn't installed. But the latter
can't be installed since there isn't such a package for lucid.

** Affects: language-selector (Ubuntu)
     Importance: Undecided
         Status: New
