I spoke too soon in the comment above! It turns out that deleting the "/home/username/.gconf/apps/panel" folder didn't prevent the bug from coming back. So you are better off just deleting the "/home/username/.gnome2/panel2.d" folder instead, because both are only temporary, yet the later preserves your quick-launchers and panel-additions.
