This bug has been randomly affecting my notification area since I did a fresh Lucid install. The problem seems to be that gnome draws a part of the MeMenu on top of the shutdown icon (as illustrated in the attachment "bug.png").
Redrawing the panel (as described in comment #15) solves the problem.
