Public bug reported: Binary package hint: gnome-panel
Bit hard to describe so a screenshot is attached. Basically there are two issues - icons overlapping each other, causing weird glitches, and the icons being out of order (the power icon should be far right). In one overlapping case the power button (for some reason in the middle of the icons) is nearly unclickable as it's been overlapped by a glitch of the me-menu item.
