This is obviously a valid bug. However, I don't think there is a good solution to this right now. The page you are talking about is created from a page which exists in the system help - in that system help, the link to the base-passwd page works. I don't think there is an online version of this document, and therefore we can't link to it. We can't add this document to help.ubuntu.com because it comes from upstream and isn't included in ubuntu-docs. We therefore can't add it to the automatic build system that we have for producing the website.
Linking to the system file is probably a better solution than leaving a dead link there. And removing links like this manually would result in maintenance of help.ubuntu.com becoming overly burdensome, I think.
