Public bug reported:

Binary package hint: wine1.2

An .exe on a cdrom is being prevented from running due to the Non-Exec Policy,
this is causing some confusion among users.
While there are several ways to suggest to have the .exe run, (short of editing
the default launch command), it does seem an improper implementation of the
policy.

Combine this with the lack of drive detection in wine and it's a bit of
a mess for some.

So again while there several workarounds to suggest to users, it would
be nice to get some clarification if this was intended behavior
