I worked on the original hardy bug, which was fixed in the kernel for jaunty. I have now been running the same printer under karmic for 6 months. I have just upgraded to lucid and the printer is still working fine. I have not needed to set "net.ipv4.tcp_frto = 0" on ANY kernel except hardy.
Based on my experiences, I think this particular bug should remain closed because the code has not regressed. Anyone who needs to set tcp_frto as a bypass for slow printing problems on lucid is dealing with a new bug.
