Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I think the problem you describe is not really a bug but more a lack of
documentation: If you set a shortcut with a command, this will be
executed and gthumb waits for the process to end. This is fine for
commands that do something and return, but certainly not for a program
like gimp. For such programs, you have to add an "&" at the end the
program call so that it spawns a new process and returns immediately.
This is by the way also the standard shortcut for gimp (on key 0): "gimp
%F &".

Feel free to reopen this bug by setting the status back to "new" if this
does not fix your issue.
