I saw something similar as well, but not with kdebase. I saw the very same message when trying to update from Kubuntu 9.10 64-bit to 10.04. However, a bit before I saw this message it complained about not being able to install the xorg-video-fglrx package. I was using the ATI driver packages from the ATI website rather than the one in the repository.
