I get this error when booting the release version of 10.04 from a downloaded 32-bit CD image burned to disk.
I am filing the bug report from my Ubuntu 9.10 install by running the ubuntu-bug linux as recommended by Steve Langasek here (https://bugs.launchpad.net/ubuntu/+source/plymouth/+bug/532984/comments/27).
