Am running Ubuntu Lucid Lynx 10.04 Beta 2. Have been using Gnome so decided to boot into KDE to see how the desktop would behave there. KDE never really came up so after ~12 minutes, logged out.
Then tried booting in Gnome Failsafe. Desktop looked the way it was supposed to with no offset. Okay, whatever. Logged out and then logged in under Gnome. Same result as with Gnome Failsafe - everything looked the way it was supposed to with no offset. Restarted the system, logged in under Gnome, and everything is way it should be with no offset. I ran into something - random oops or perhaps something more pathologic. In any case, the "bug" is gone as there is no offset.
