Public bug reported:

Binary package hint: empathy

At the top of the contact list, there is a drop-down where you can
choose your status. Beside this drop-down is a patch of empty space.
This empty space has a tooltip ('Show and edit accounts'), and if you
click there it will open the accounts window.

This should have the appearance of a button on a toolbar, with an icon
and a mouseover highlight. See attached screenshot.
