Jeff,
In Lucid the applet has been replaced by the Ubuntu One Preferences. You can 
access it by going to the Me Menu or System > Preferences > Ubuntu One.  Near 
the top of the Preferences panel is some text describing the Status. The 
command line u1sdtool has some additional features that relate to the Status. 
you can run 'man u1sdtool' to see a list of commands. Here are some of them:

       u1sdtool --status
       u1sdtool --waiting-metadata
       u1sdtool --waiting-content
       u1sdtool --current-transfers

I will close the bug report since this is not a bug.  If you are having
an issue that my response does not address and you feel you have a bug
you can change the 'Status' of your bug back to 'New'. The status of a
bug report can be modified by clicking on the current status in the
yellow line, which will reveal a sub menu. You can then set a new status
in the drop down box.
