Update: while updating 300+ packages last night by constantly switching to the upgrade-manager window I saw while it attempted to upgrade several applications crashed. Including I think (although it was pretty fast) the desktop environment. Afterwhich, the upgrade was a pleasure as the switching problem had stopped. I couldn't launch anything but I was happier... maybe my standards have been lowered by 9.10... anyway on rebooting though, the problem returned full-force.
